A compliance package is a retained service to help operators of permitted waste sites manage compliance with their Environmental Permits. An Environmental Permit has a fixed set of rules that a site is required to comply with. This can range from operating inline with a written management system that identifies and minimises risks of pollution, complying with approved competence schemes, implementing fire prevention measures, managing fugitive emissions plans, monitoring for point source emissions, filing reports and notifications to the regulator, etc. Our compliance packages are designed to help operators remain compliant with their permit to satisfy Environment Agency requirements.
How does the compliance package work?
The compliance package is the ultimate piece of mind that all of your compliance related matters are identified and resolved as an on-going service. The Permitting Company has the resource to be instantly accessible to deal with any issues the site comes across.
This could range from unannounced Environment Agency visits, incidents on site, fast advice and guidance based on an emergency, or just a quick bit of support to get a situation resolved. Once the compliance package is in place, we will carry out site audit visits to establish if there is a baseline level of compliance.
We will then identify areas where the site is underperforming and then get to work to resolve the issue. Most consultancies will only point out the non-compliances and give It to you as a set of actions to take to bring the site back into compliance.
We work differently to this, we won’t only identify non-compliances, we will fix the non-compliances ourselves if its within our power to do so.

What are the main benefits?

What are the core requirements of operating a regulated facility?
The type of permit you have and the operations you are undertaking will dictate how much there is to comply with.
For example, if you are operating an End-of-Life Vehicle ATF permit to break category b vehicles, the types of things that will need to be complied with are:
DEFRA Annual Reporting
You will be require to track each vehicle you depolluted/dismantle, and record the recycling and recovery rate achieved. There is a 95% target to be met which you must demonstrate via the submission of a reporting table each year.
Scrap Metal Dealer Act
You are required to comply with the Scrap Metal Dealers Act when accepting scrap into the site. There are various records you must retain for every transaction.
Certificate of Destruction
You are required to issue a certificate of destruction for every ELV that has been securely destroyed.
Operator Returns
You are required to track every waste movement in and out of the site and report to the Environment Agency every quarter. This includes all the separately recovered fraction from the dismantling and depollution process. You must show what the recovery or disposal code is for each waste type, along with its physical form, European Waste Code, Weight, and physical form.
Consignee Returns
For hazardous waste that has been received onto site you are required to produce and consignee and producer returns. This details each consignment received at the site, and reports on the EWC code, Hazardous Property Code, Consignment Note Code, R&D code, and place of production.
Waste Transfer Notes
You are required to produce and receive waste transfer notes for all non-hazardous waste types received and dispatched from the site. The Waste Transfer Note must be completed to the required standard for it be legally valid in compliance with The Waste Regulations 2011.
Consignment Notes
You are required to produce and receive consignment notes for all hazardous waste types received and dispatched from the site. Consignment notes must be completed to the required standard for it be legally valid in compliance with The Hazardous Waste Regulations 2005.
Depollution Process
Depolluting an End-of-Life Vehicle must be carried out to at least the minimum standards as set out in the End-of-Life Vehicle Regulations. Failure to do so will result in breaches of your Environment Permit.
Hazardous Waste Storage
Storing hazardous waste and components must have the necessary infrastructure in place and stored in accordance with written management systems to comply with the Hazardous Waste Regulations 2005.
Site Inspections/Diary
Permits require a site diary is to be maintained to record operational activities, monitoring undertaken, maintenance that’s been carried out, environmental incidents and non-compliances, and general activities carried out at the site. It should also log the hours of your technically competent manager.
Complying with specific details within your written management systems
Operating in line with a written management systems is required under the permit to protect receptors from your operations. The Environment Agency will assess the site against this during audit visits
Digital Waste Tracking
Digital Waste Tracking Systems – As of October 2026, all waste operators in the UK are required to implement a digital waste tracking system that complies with the requirements as set out by DEFRA, this will provide the Environment Agency with live tracking data as waste movements take place.
